    В Москве прошел шестой международный форум "Высокие технологии ХХI века". В нем приняли участие более 450 российских и зарубежных компаний. Программа форума включала два направления - международная выставка и деловая программа. На выставке были представлены достижения предприятий в различных областях науки и техники: авиационно-космические технологии, радиоэлектроника и связь, информационные технологии, мирный атом и многие другие.

Moscow, April 18. - The sixth international forum, High Technologies of the 21st Century, opens in Moscow on Monday with over 450 Russian and foreign companies attending, said Vladimir Shabarov, Deputy Head of the Moscow government's Science and Industrial Policy Department.
"This year the number of participants has increased. More than 450 Russian and foreign companies will attend," Shabarov said, adding that the forum's primary goal is to promote high technology on the market, Kazinform cites RIA Novosti.
The forum consists of two parts: the international exhibition and the business program. The exhibition will present industry achievements in the various fields of science and technology, including aviation and space technology, electronics and communications, information technologies, and the peaceful atom.
On display will be Russia's first small diesel engine, new turnstiles for the Moscow metro, a new Gazelle minibus with enhanced safety features, as well as "peaceful" high-tech developments from the military-industrial complex.
The forum's business agenda includes the international conference High Technologies - the 21st Century Strategy. Forum promoters hope the conference will help participants better understand Russia's high-tech market. Discussions will focus on present achievements, the future of high technologies, and their role in the country's gross national product.
The agenda also includes round tables on "High technologies related to cooperation between Russia and NATO in transportation safety."

    Финские и карельские ученые обеспокоены планами карельских властей возобновить строительство Белопорожской гидроэлектростанции, остановленное в 1980-х годах. В результате под водой могут оказаться многие памятники архитектуры. Например, в районе затопления окажется деревня Панозеро, представляющая художественную и историческую ценность как памятник древнего деревянного зодчества.

Finnish and Karelian scientists are worried by the Karelian regional government's plans to resume construction of the Beloporozhskaya hydro-electric station, which would flood architectural monuments. Construction of the power plant was frozen in the 1980s because of a lack of funding.
Local media quoted Vyacheslav Orfinsky, a Karelian academic, as saying that the dam would mean the destruction of the Karelian people's culture, especially in relation to the ancient village of Panozero, which would disappear under water.
"A unique cultural tendency that combines Karelian and Russian elements has been forming here over several centuries," news agency Regnum quoted him saying last week. "This is the only Northern Karelian village displaying historical planning of settlements. However, in a rush to get an unclear economic advantage, the government of Karelia is ready to flood or to relocate this world memorial to a different place, which is the same as if it was demolished."
Panozero is located near Kem River, which will be flooded if the power plant is built. It is included in a list of 100 international architectural monuments that are under threat of being destroyed, the academic said.
"Following international agreements signed with a range of cultural foundations in Europe and the United States with the aim of protecting Panozero, money has been allocated to renovate the village; the plans of Karelian authorities to resume construction of the Beloporozhskaya power plant can only result in outrage and indignation," he said.
In February, Karelia's Governor Sergei Katanandov said that Unified Energy Systems is ready to resume construction of the 120 megawatt hydro-electric station, which will require an investment of up to $100 million. The financing could come not only from UES, but also from well-known electricity consumers aluminium group SUAL holding and steelmaker Severstal.
"UES is going to cooperate in order to finish construction of the Beloporozhskaya plant," Katanandov said. "There's also an interest for this project from our aluminum producers and the Kostomuksha aluminum production plant. So far we are in a process of negotiations."
Neither Karelian government officials responsible for the project, nor UES, or Karelenergo, the regional power supplier could be reached for comment Monday.
An expert group advised the Karelian branch of the Press and Culture Ministry on April 15 that the village should be saved, but officials have not taken any action on the recommendation.
"The opinion of the experts was that the village should be protected," Vladimir Dybin, head of the branch that is responsible for the protection and use of monuments of history and culture, said Monday in a telephone interview.
"The resolution was filed and sent to the Karelian government republic," he added. "I cannot guess what the next step will be." The plans have also called the same sharp reaction from Finnish ethnographers, who have warned Karelian authorities of negative consequences if the dam is built.
"The flooding of Panozero [village] would result in an international scandal," Interfax quoted Markku Nieminen, ethnographer at the Finnish cultural foundation Yminkeko, as saying.
"[If] Karelian authorities do not reconsider their plans for the Beloporozhskaya power plant, the European Union will review its plans to support Karelian culture because investments in renovation of the village have came from European structures, including Finnish ones, and even from U.S. cultural foundations," Nieminen said.
The Karelian authorities' plans came as a big surprise for Finnish scientists because UES management had promised them that to protect the village there would be no construction in the area.
"We have received a letter on this matter signed by [UES head Anatoly] Chubais. The death of Panozero would be a most powerful blow to the international image of Russia as a cultural country," Nieminen said.
The local and international scientists said they would ask UNESCO to put Panozero on its World Heritage List.

    Чернобыль - крупнейшая катастрофа в истории мирного атома - продолжает вызывать споры между сторонниками и противниками атомной энергетики. 19 лет спустя после катастрофы 26 апреля 1986 года вероятность взрыва под реактором сохраняется. Причина - скопление опасной радиоактивной магмы, состоящей из тонн пыли и зараженной воды. Нынешний саркофаг протекает и нуждается в укреплении. В ноябре 2004 года три консорциума предложили свои технические варианты решения проблемы, откликнувшись на призыв Европейского банка реконструкции и развития, который обещает 760 млн долларов на проведение работ. Второй саркофаг будет построен не раньше 2008 года.

Travaux inachevés.
La centrale d'Ukraine a été définitivement fermée en décembre 2000. Dix-neuf ans après la catastrophe du 26 avril 1986, il existe toujours une possibilité d'explosion sous le réacteur à cause d'un dangereux magma radioactif constitué de tonnes de poussières et d'eau contaminée. Le sarcophage actuel fuit et nécessite une consolidation. Trois consortiums ont fait connaître leur solution technique en novembre 2004 en reponse à l'appel d'offres de la Banque européenne pour la reconstruction et le développement, qui promet 760 millions d'euros pour les travaux. Le second sarcophage ne sera pas achevé avant 2008.
Bilan impossible.
Les points de vue sont irréconciliables. D'un côté, les partisans du nucléaire dont le souci est de minimiser la catastrophe, de l'autre, des antinucléaires qui extrapolent parfois les chiffres. Quelque part entre les deux, une vérité terrible, et la difficulté de recueillir des données fiables. Le bilan officiel de l'Organisation mondiale de la santé (32 morts et 2 000 cancers de la thyroïde chez les enfants, seule maladie reconnue comme directement liée à la catastrophe) exclut toujours les 600 000 à 800 000 "liquidateurs", ces hommes appelés en renfort de toute l'ex-URSS pour participer aux travaux de "nettoyage" du site et des régions environnantes. 60 000 seraient déjà morts. Beaucoup n'ont pas bénéficié d'un suivi médical. Ce bilan ne fera que s'alourdir avec les années car, au-delà du cancer de la thyroïde chez l'enfant, d'autres maladies sont liées à la catastrophe: malformations congénitales, cataractes, problèmes cardiaques... La Fédération internationale de la Croix-Rouge s'attend à ce que le nombre des cancers liés à Tchernobyl culmine entre 2006 et 2020.
Territoires contaminés.
Huit millions de personnes vivent dans des terres contaminées, en Ukraine, Biélorussie et Russie. Incapables de les évacuer, surtout par manque de moyens, les autorités les laissent vivre dans des régions où la radioactivité a pénétré la chaîne alimentaire: lait, gibier, poisson... En Biélorussie, les acteurs du nucléaire français élaborent des programmes dits de "réhabilitation" où l'on apprend aux habitants à minimiser la contamination de leurs aliments. Cette radioprotection de terrain est, pour eux, la seule façon de diminuer les doses d'irradiation et de contamination. Un point de vue jugé criminel par les associations antinucléaires qui considèrent que les populations sont forcées de vivre avec un ennemi mortel et invisible.
La France survolée.
Depuis 2001, une instruction est en cours pour déterminer si les autorités nucléaires de l'époque ont failli à protéger la population des retombées du nuage radioactif qui a survolé une grande partie de l'Europe. L'Association française des malades de la thyroïde et la Commission de recherche et d'information indépendante sur la radioactivité, créée au lendemain de la catastrophe, sont parties civiles dans le dossier. Fin mars, deux experts ont rendu à la juge Marie-Odile Bertella-Geffroy un rapport d'étape catégorique sur l'attitude des autorités nucléaires. La radioactivité a été sous-evaluée et aucune mesure de protection n'a été prise .
Une polémique pas éteinte.
Pour la Société française pour l'énergie nucléaire et de nombreux médecins, les retombées radioactives ne sont en rien responsables de l'augmentation des cancers de la thyroïde relevée en France depuis 1996. Cette augmentation serait essentiellement due à l'amélioration des techniques de diagnostic. Dans le cadre de son instruction, Marie-Odile Bertella-Geffroy a demandé une étude épidémiologique en Corse pour tenter d'établir le lien de cause à effet entre le nuage radioactif et les problèmes de thyroïde relevés parmi la population corse. Les médecins de l'île relèvent une incidence des cancers de la thyroïde de trois à cinq fois supérieure à celle du continent.
Commémoration.
Plusieurs rassemblements sont prévus en France jusqu'au 30 avril. Mais tout le monde ne pense qu'au 20e anniversaire. "Ce sera probablement la dernière occasion d'attirer l'attention sur la catastrophe", prévient Yevhen Andrianov, conseiller scientifique et technologique de l'ambassade d'Ukraine en France. "La génération qui peut témoigner de la catastrophe disparaît. La nouvelle ne sait pas, ne veut pas savoir." Pour conserver cette mémoire, l'Ukraine envisage de construire un musée à ciel ouvert des risques technologiques, non loin de la centrale.

    Un physicien russe a inventé une source d'énergie inédite
    Российский физик, заведующий лабораторией микроэлектроники Института общей физики РАН Мартын Нунупаров изобрел альтернативный источник энергии, позволяющий создавать различные электронные устройства без батареек. Так называемый пьезоконвертер - устройство, обеспечивающее микроэлектронику электричеством, состоит из трансформатора, двух диодов и конденсатора.

MOSCOU, 26 avril - RIA Novosti. Un dispositif extraordinaire servant à alimenter les circuits micro-électroniques a été inventé par le physicien Martyn Nounouparov, chef du laboratoire de micro-électronique à l'Institut de physique générale de l'Académie des sciences de Russie. Il l'a baptisé piezo-convertisseur, nom sous lequel il a été breveté en Russie, aux Etats-Unis et dans vingt-quatre autres pays, informe l'hebdomadaire Itogui.
Composé d'un transformateur, de deux diodes et d'un condensateur, l'appareil convertit l'étincelle d'un allumeur en courant d'une tension de 3 volts.
L'invention a intrigué de très nombreux industriels. Seulement ce n'est pas la production qui les intéresse mais le droit de propriété. "Je ne veux pas vendre le brevet, je veux produire ce que j'ai inventé", a declaré le physicien.
Le piezo-convertisseur, les interrupteurs commandés à distance et les retransmetteurs sans piles électriques ont vivement intéressé les services de sécurité, les mineurs, les pompiers, les gaziers et les pétroliers. Ces appareils permettent de monter des réseaux autonomes de signalisation sans fil qui, étant étanches, excluent complètement toute possibilité de crachements, donc le risque d'explosion, ce qui est très important pour les mineurs et les pompiers. De surcroît, nul besoin de changer les piles.

    Projet RUSERA - Intensification de la coopération entre les chercheurs russes et communautaires à l'échelle régionale
    В апреле этого года завершился проект RUSERA, финансируемый Евросоюзом и направленный на развитие сотрудничества ЕС и России в регионах нашей страны и увеличение совместных научных проектов. Большинство поставленных целей достигнуты, среди них - создание 37 Региональных информационных центров, которые должны способствовать сотрудничеству российских и европейских ученых.

Un projet financé par l'UE visant à intensifier la coopération entre les régions de Russie les plus avancées ou offrant le plus grand potentiel sur le plan scientifique et les organisations de recherche de l'UE est arrivé à son terme, avec la concrétisation de bon nombre de ses objectifs.
Le projet RUSERA de soutien à la participation des régions russes aux programmes communautaires de RDT, une initiative d'un an financée dans le cadre du volet INCO (coopération internationale) du Sixième programme-cadre (6e PC), était coordonné par l'association russe de formation des ingénieurs, avec la participation de l'université polytechnique de Tomsk et le bureau autrichien pour la coopération internationale dans la recherche et la technologie (BIT).
La mise sur pied d'un réseau regroupant 37 antennes d'information régionale (RNI pour "régional information nodes") dans toute la Russie, dont la mission consiste à promouvoir la coopération entre les scientifiques russes et communautaires, notamment dans le cadre du programme INCO, a sans doute été la réalisation la plus importante du projet.
Le consortium a également organisé avec succès des formations et des rencontres à Moscou et à Tomsk, de même qu'un nombre impressionnant de journées d'information (93) dans 37 régions, qui ont attiré 4.479 participants au total. Le réseau des RNI a d'ores et déjà effectué près de 2.500 consultations sur le 6e PC et le programme INCO et a fourni aux participants potentiels une formation pratique sur la rédaction de propositions et la recherche de partenaires.
Les RNI ont entrepris une autre démarche encore plus concrète: l'établissement d'une liste d'un millier de profils d'équipes de recherche régionales et l'aide à la création de 324 profils pour la recherche de partenaires sur CORDIS. Des dizaines de partenaires potentiels implantes dans l'UE ont été identifiés, 23 consortiums de projets ont été mis en place et 11 propositions de projets ont été soumises à la Commission. Le succès du projet RUSERA est d'autant plus impressionnant si l'on considère que le budget total de l'initiative d'une durée d'un an s'élevait à 119.670 euros.     Russian scientists offer Eurasian supercomputer - Mini TERA to Kazakhstan
    Группа российских ученых предложила внедрить в Казахстане новый технологический проект "Евразийский суперкомпьютер - Мини Тера". Суть проекта заключается в создании программно-аппаратного серверного комплекса на основе архитектурного решения "Мини Тера" с последующим освоением в серийном производстве модельного ряда масштабируемых суперсерверов. По замыслу ученых предполагается запуск многопроцессорной высокопроизводительной вычислительной системы, по производительности в десятки тысяч раз превосходящей персональные компьютеры.

ASTANA. Today Prime-Minister Daniyal Akhmetov has chaired a conference which considered the project of new programmed server complex. A group of Russian scientists proposed to introduce the new technology-intensive project "Eurasian supercomputer- Mini TERA" in Kazakhstan.
As scientists explained, the multiprocessor high performance system will be launched to exceed personal computers' capacity in tens of thousands times. The cluster, vector and hybrid types of supercomputers are designed. The project implementation needs nearly $ 8 mln.
"The project deserves consideration, but firstly it is necessary to study its capability and expediency in Kazakhstan," marked D. Akhmetov. In conclusion he charged Agency for Information and Communications to found a working group for project research, to attract high qualified experts, and to submit conclusion to the Government.

    Russia's Alfyorov, Germany's Riedle win Global Energy Prize
    Лауреатами Международной премии "Глобальная энергия" за 2005 год стали россиянин Жорес Алферов и немец Клаус Ридле.

MOSCOW, April 28 (Itar-Tass) - Zhores Alfyorov of Russia and Klaus Riedle of Germany have been announced laureates of the one-million-dollar Global Energy international prize for 2005, chairman of the awarding commission Academician Vladimir Fortov said on Thursday.
The value of the Global Energy prize increased 10 percent this year to one million dollars, Fortov said, noting that last year's Nobel Prize was worth 1.3 million dollars.
